Thus e.g. it doesn’t say “Putin is an evil dictator!”
It says, “What are we going to do about the evil dictator Putin?”
Or “The Russians have been brainwashed into thinking that Putin isn’t an evil dictator!”
Or “Some who should know better are Denying that Putin is an evil dictator!”
